YouTube doubles watch hour requirement for new creators to join Partner Program

YouTube is raising the bar for new creators trying to join its Partner Program. Starting February 1, the watch hour requirement doubles from 4,000 to 8,000 hours over the past 12 months. The Shorts route also gets harder: creators will need 20 million views in 90 days, up from 10 million. The 1,000-subscriber threshold stays the same, and existing partners aren’t affected.
YouTube cited platform scale as the reason — over 200 billion daily Shorts views and 1 billion hours of TV watch time per day. Whether that justifies making the entry bar harder for smaller creators is a different question.
Alongside the eligibility changes, YouTube is introducing a separate 10 million Shorts view maintenance threshold for the Shorts Creator Pool, and a redefined standard for what counts as an “active channel.” Creators still on old Commerce Product Addendums have until January 31, 2027 to migrate their contracts.
On the revenue side, YouTube is expanding its Premium Lite subscription globally. Creators get 55% of long-form subscription revenue and 45% from Shorts. The broader Premium Lite creator pool draws from 60% of net subscription revenue. YouTube also quietly added a Targeted Shorts Ads option, giving eligible creators a direct 45% cut when advertisers buy against five or fewer channels specifically.
